isn't it possible to create a machine that comes up with an R sound, for example?. We have sound recognition applications but these are based on human sounds to start with? any inventions that can actually generate the sounds from scratch?.

Oh yes, quite easily. The sounds are only patterns of wavelengths. We know the pattern, the way it's produced physically. Recognition is by far the harder job because of the degree of variations.
