Where would I find someone to write a stock screening program that deals with indicators crossing each other?

IE: Williams %R passing up through the ADX or the Williams going down through the average daily vol.

There are a few places to post your job and have freelance programmers bid on it for you. Beware of the folks that are bidding really low, as they are likely going to reuse some old scripts or use open source scripts and not make any of the real modifications that you need.

Be sure to discuss licensing with the programmer. Who retains the rights to this program?
