how do i potty train my baby girl tea-cup chihuhaua?

The very best way to potty train a puppy is to use a crate. It works with their natural instincts not to mess where they sleep, and as puppies learn through repetition she'll soon feel familiar with the 'potty spot' you choose outside and will prefer to use that. As she grows and her bladder and bowel control improve, she'll begin to try to 'hold it' until she gets a chance to go there.
It's important to start early (around 8 weeks) and try to limit any mistakes she makes, it's easier for her to learn how to do it right the first time, rather than re-learn after she's gotten it wrong!
Also, invest in an enzymatic cleaner (such as Nature's Miracle) to remove all traces of odor if she does make a mistake on the carpet etc.
You need to supervise her whenever she's not in her crate or outside so that her opportunity to 'get it wrong' is much reduces. Usually by about 6 months old a puppy is fairly reliable in her potty training, if you've been consistent and patient with the training.
